Commonwealth Master's and PhD Scholarships 2027/28: Eligibility and Selection
Commonwealth Master's 2027/28 applications close 20 October 2026. Eligibility rules, the six development themes, what the award covers and how selection actually works.

Chevening gets the headlines, but for many applicants from low and middle-income Commonwealth countries the better fit is the Commonwealth Scholarship Commission (CSC). It is the UK government's main development-oriented scholarship body, it has supported more than 34,000 scholars since 1960, and its awards are genuinely full: tuition fees, airfare, a monthly living allowance, and visa costs. The catch is a selection philosophy very different from Chevening's — your application is judged primarily on its contribution to development, not on leadership story-telling.
The 2027/28 master's round is open now
Applications for Commonwealth Master's Scholarships 2027/28 opened on 8 September 2026, and the Commission's own deadline is 20 October 2026 at 16:00 BST. That is only the CSC side: most countries route master's applications through a national nominating agency whose internal deadline is often days or weeks earlier, so confirm your agency's date before you plan around the CSC one. Selection runs over the winter, and successful scholars start in the UK in September or October 2027.
Who is eligible
You must be a citizen of an eligible Commonwealth country (the list covers most of Asia, Africa, the Caribbean and the Pacific, plus countries such as Bangladesh, Pakistan, Nigeria, Kenya and Sri Lanka), hold a first degree of at least upper second class standard — a 2:2 plus a relevant postgraduate qualification is considered case by case — and be unable to afford UK study without the scholarship. Crucially, your chosen course and your application need to connect to one of the CSC's six development themes: science and technology for development, strengthening health systems and capacity, promoting sustainable development, strengthening education systems, enhancing national policy development, and increasing access to inclusion and opportunity.

How selection actually works
Applications are scored on academic merit, quality of the study plan, and — weighted heavily — the potential development impact of your intended work after you return home. Shortlisting happens at agency level in some countries and at Commission level in others, and references matter more here than in most UK schemes because the scheme is explicitly betting on your future contribution. The most common failure we see is a technically strong academic application with a development paragraph bolted on at the end; selectors read for genuine engagement with a named problem in a named place.
PhD routes on the same scheme
The CSC also funds doctoral study through several strands, and they behave differently. The Commonwealth PhD Scholarships for candidates from least developed countries and fragile states have run in the same autumn window in recent rounds; split-site PhDs, which pair a home-country university with a UK one, open separately in the spring; and distance-learning awards run on their own cycle. If your target is a UK doctorate, check the CSC site for the strand that matches your country and starting point, and in the meantime browse the funded PhD projects on our Commonwealth PhD listing and the related Commonwealth Master's listing to see the current round's shape.
Practical application tips
Apply through the CSC's online system early enough that your referees have days, not hours, to respond. Draft your development-impact section around measurable outcomes rather than intentions — what will be different in your sector because you did this degree, and who benefits. And if you are choosing between Commonwealth and Chevening, apply to both: their timelines interlock, their criteria reward different strengths, and thousands of applicants do exactly that each autumn. Our Chevening 2027 guide covers the companion route in detail.
Choosing your course the CSC way
The Commonwealth scheme evaluates your course choice against development outcomes, which makes course selection a strategic act rather than a preference. Courses in public health, education policy, agricultural economics, renewable energy and data science align naturally with the six themes; a generic management master's does not, however strong the university. When you compare UK courses, read the module list for the theme keywords the CSC scores against, and look at where the department's own research money goes — a department already working on your home country's development problem is the strongest possible backdrop for your application.
References deserve early attention on this scheme. Two referees who can speak to your academic ability and your development commitment — a professor plus an employer in your sector is the classic pairing — should be briefed on the development-impact framing so their letters reinforce your case rather than merely confirm you exist. And keep evidence of your inability to fund UK study: the scheme is explicitly for those who could not otherwise go, and consistency across your application matters more than hardship prose.
